87.989          Mandating Emergency Department Patient Management

The Medical Society of the State of New York (MSSNY) will create a position statement to be sent to the New York State Department of Health and Office of Mental Health which calls for engagement with relevant stakeholders including designees from bodies who represent Emergency Medicine providers, whenever mandates or regulations appertaining to ED operations are being considered. (HOD 2024 – 113)

MSSNY position statement request that with any new mandates or regulations, there be appendant provision of resources and/or funding to the Emergency Departments sufficient for compliance.

87.990          Preserve the Role of the Regional Emergency Medical Advisory Committees Throughout New York State

The Medical Society of the State of New York will work with state legislators to develop and promote regulation and/or legislation that preserves the roles of the State Emergency Medical Services Council (SEMSCO) and the Regional Emergency Medical Services Councils (REMSCOs) as well as their current hierarchical relationship to SEMSCO.

The Medical Society of the State of New York will also collaborate with the Governor’s office to preserve the roles of the REMACs to develop reliable, sustainable, and high-quality care to residents, commuters, and visitors of the districts. (HOD 2023-110)

87.991          Support Three-Tiered System of Stroke Centers in New York State

The Medical Society of the State of New York supports development of a comprehensive stroke system within New York State as well as the development of either statewide or regional stroke protocols for New York State’s emergency medical service (EMS) agencies.  (Adopted Council, June 2, 2016)

87.993          Concussion and Traumatic Brain Injuries in Youth

MSSNY will continue to advocate for the immediate removal from play/practice of any youth suspected of having a concussion or Traumatic Brain Injury (TBI) and also that any youth suspected of sustaining a concussion or traumatic brain injury need written approval by a physician before they can return to play or practice.  MSSNY will continue to promote adoption of this policy within school settings and organized youth sports programs and support educational efforts to improve understanding of concussion and traumatic brain injuries in youth among coaches, trainers, athletes, school officials, parents and legal guardians.  (HOD 2011-153; Reaffirmed HOD 2014-151; Modified and reaffirmed HOD 2024).

87.996             Emergency Care Data Collection:

MSSNY to collaborate with the Department of Health and the American College of Emergency Physicians-New York Chapter to determine what data should be collected in Emergency Departments to address the problems of Emergency Department overcrowding, gridlock and diversion and be used for the strategic planning of the health care needs of communities.  (HOD 2008-110; Reaffirmed HOD 2018)

87.997             New York State Parking Placard for Physicians on Medical Call:

MSSNY and county medical societies to work with New York State and local agencies in designing and implementing a dashboard parking placard, similar to those used by police and Boards of Education, to function in lieu of MD plates for member physicians for parking in restricted areas in the course of rendering medical care.  (HOD 2007-158; Reaffirmed HOD 2017)
